"I miss talking to you" means that I'm a person who likes to talk a lot and you're a wonderful listener because no body else would fucking care to listen to the crap I'm saying. :P
Of course it is !! I mean when someone miss talking to you .. it could be miss talking to you only .. as if you were talking a lot before .. but miss you .. means miss every inch and piece in you … and missing everything you do : )
I miss talking to my so-in-your-face direct, senior registrar at work. Doesn't necessarily mean I miss him, though! His absence is amply plugged now by my alpha female boss.
Some people just can't say the phrase "I miss you"; especially people who aren't comfortable talking about their emotions. So they might say, "i miss talking to you" instead.
So to answer your question: It could be the same; it depends on the person saying it and the type of relationship they have. If most of their time is spent talking, then yeah it's the same.
But it's nice to hear either one of them anyway :D

The talking is part of the PERSON, the talkin can't be seperated from the person. You must like the person, to miss the talking!

means i miss the topics we bring up, and ur reactions to things i say..
"i miss you"
means i miss u in everywway.. talking... seeing.. etc..
to me the "i miss talking to you" is deeper.. because thats when all the sharing takes place..
